Scottsdale City Council inks IGA for Pima Road Improvements in partnership with ADOT and Town of Carefree

Scottsdale Mayor Lisa Borowsky is in support of City Council’s recent approval of a key intergovernmental agreement with the Arizona Department of Transportation, advancing long-awaited improvements to a critical 1-mile stretch of Pima Road between Happy Valley Road and Jomax Road.

“This project is a major win for Scottsdale residents and regional commuters alike,” said Mayor Borowsky. “By partnering with ADOT and the Town of Carefree, we are delivering on our commitment to safer, more efficient, and more accessible transportation infrastructure.”

Scottsdale City Council approved the IGA in unanimous fashion during its Aug. 26 meeting at City Hall, 3939 N. Drinkwater Blvd.

The project will reconstruct the corridor to its ultimate rural minor arterial cross section and includes:

  • Major intersection upgrades, including a new fully signalized intersection at Pima and Jomax Roads
  • Landscaped medians, bike lanes, sidewalks, and multi-use trails
  • Drainage infrastructure to eliminate wet crossings during storm events
  • Enhanced safety and capacity for motorists, cyclists, and pedestrians

The total project cost is estimated at $14.5 million, with ADOT administering the construction phase.

“This is more than a road project — it’s an investment in connectivity, safety, and quality of life,” Mayor Borowsky added. “I’m proud of the collaboration that brought this forward and look forward to seeing construction begin.”

The project is in the design phase, with community engagement ongoing through public meetings and digital outreach. Construction is expected to begin following final design and federal authorization, city officials report.
