Scottsdale Mayor Lisa Borowsky is applauding the work of the Budget Review Commission following its detailed review of the city’s financial outlook, proposed fiscal year 2026-27 budget, and long-term capital planning priorities.
The commission presented its recommendations during the May 5 City Council work study after months of reviewing Scottsdale’s operating budget, capital improvement plan, revenue forecasts, and broader fiscal trends. The recommendations are designed to strengthen long-term financial planning, improve transparency, and ensure the city remains well-positioned to meet future needs responsibly.
“The Budget Review Commission has provided thoughtful, independent analysis that will help inform our policy decisions and long-term financial planning,” Mayor Borowsky said. “I want to thank the commissioners for the time, expertise and commitment they devoted to this important work on behalf of our residents.”
Among the commission’s recommendations were additional reviews of long-term operating expenses, revenue forecasting methodologies, and the city’s structural budget balance to help ensure Scottsdale continues planning conservatively and responsibly as economic conditions evolve.
Councilmembers also requested further evaluation of major capital projects and long-range funding commitments, including whether projects approved as part of the city’s 2019 bond program continue to reflect current community priorities and future infrastructure needs.
Additional areas identified for future study include Scottsdale’s sales tax structure, the long-term outlook of the voter-approved 2004 Preserve tax, including potential impacts on future capital expenditures.
The commission, an advisory body appointed by City Council, spent several months reviewing financial data, revenue trends, and project funding practices before presenting its findings and recommendations.
During the work study, City Council expressed support for continuing the commission’s work and requested a future resolution formally recognizing the commission’s contributions and recommendations.
City Council also directed city staff to provide additional financial analysis and presentations to assist the commission as it continues evaluating ways to strengthen Scottsdale’s long-term fiscal position.
“The next phase of this process is about careful planning, responsible stewardship, and making sure Scottsdale remains financially strong for years to come while honoring voter intent,” Mayor Borowsky said. “Transparency and data-driven decision-making will continue to guide that effort.”
