Scottsdale Mayor Lisa Borowsky: STR management is a critical quality of life issue

Scottsdale is being recognized as a 2025 CIO 100 Award winner for the municipality’s short-term rental map tool and resource center.

Scottsdale’s Short-Term Rental Resource Center integrates advanced artificial intelligence and machine learning technologies to address community concerns regarding the rapid growth of short-term rentals and encourage citizen engagement, according to a press release.

Scottsdale Mayor Lisa Borowsky says management of the STR marketplace in the city of Scottsdale is a quality of life issue she is keeping a close eye on.

“Short-term rental properties, when managed correctly, are a great addition to the hospitality space here in Scottsdale,” she said. “But when STR properties become problematic, having a digital resource that works is critical in service to the residents of Scottsdale. I want to personally thank our local city staff on a job well done.”

City officials report that by leveraging geospatial analytics and real-time data integration, the digital platform identifies STR properties, assesses their compliance status and facilitates communication between residents and property owners.

Also, city officials report increased compliance, streamlined enforcement processes and enhanced transparency for residents.

Bianca Lochner, Scottsdale’s chief information officer, says the recent accolade speaks to the dedication of local city employees.

“Receiving the CIO 100 Award reflects our team’s unwavering dedication to innovation, cross-departmental collaboration and exceptional service delivery,” she said. “Our strategic use of AI and machine learning not only addressed immediate compliance challenges but also established a forward-looking standard for future technological advancements within the public sector.”

Scottsdale will formally receive the award alongside other industry-leading organizations at the CIO 100 Symposium & Awards ceremony in August.

“I want to personally recognize the dedication of our city staff on this important issue that impacts our local neighborhoods,” Mayor Borowsky said. “Scottsdale is open for business but we expect each industry to respect the community, its residents and local neighborhoods.”
