Scottsdale Mayor Lisa Borowsky registers key vote Dec. 3 at MAG Regional Council
Staff Reports | Mayor of Scottsdale
Scottsdale Mayor Lisa Borowsky, yesterday, successfully advocated at the Maricopa Association of Governments Regional Council meeting to secure $29.29 million in funding for a critical north Scottsdale roadway improvement project.
The action ensures the planned enhancements to Scottsdale Road between Jomax Road and Dixileta Drive remain fully funded and on schedule — following the forfeiture of federal grant dollars by the majority of City Council earlier this year.
Mayor Borowsky serves as a member of the MAG Regional Council and Transportation Commission.
The funding swap, now approved by MAG, shifts the project from federal dollars to regional Proposition 400 sales tax funding. This adjustment became necessary after the majority of the Scottsdale City Council forfeited federal funds earlier this year, citing Scottsdale, Cave Creek and Carefree resident opposition to a proposed roundabout at Scottsdale Road and Dynamite Boulevard.
That decision has resulted in the amending of construction contracts resulting in an estimated cost increase not yet defined by city officials.
The total estimated cost of the project is $43,685,200, which represents a $6,548,200 increase from the adopted fiscal year 2025-26 project budget of $37,136,600, documents show.
To prevent Scottsdale from losing its allocation entirely, MAG worked with the city to reassign the original federal funds to other eligible projects within the region while replacing them with regional half-cent sales tax dollars for Scottsdale’s project.
The exchange keeps all projects compliant with MAG’s Arterial Life Cycle Program and preserves Scottsdale’s investment in a key transportation corridor.
Adjustments to accommodate the swap were incorporated into MAG’s FY 2026–2030 Transportation Improvement Program before receiving final approval yesterday.
“This was about protecting Scottsdale taxpayers and ensuring that critical infrastructure improvements move forward,” Mayor Borowsky said. “We worked diligently together — my Regional Council colleagues, city staff and MAG leadership — to keep these dollars in our community and maintain momentum on a project that supports safety, mobility, and economic vitality for north Scottsdale.”
