
Mayor Lisa Borowsky lauds decision to promote top talent from within local ranks

Judy Doyle is being promoted to manage several municipal functions that require a concerted acumen for business not all municipal operations require.
The move is part of recent reorganizations occurring after the departure of former Assistant City Manager Bill Murphy whereas Ms. Doyle is now overseeing the Scottsdale Airport (Aviation), Tourism & Events, WestWorld, McCormick-Stillman Railroad Park and Scottsdale Stadium.
“Judy is a very talented, people-oriented, go-getter who will bring a business perspective to important facilities and operations which are big parts of Scottsdale’s economy,” Interim City Manager Greg Caton said. “In Ms. Doyle, we have an experienced leader with a unique combination of background and skills that are a great match for these city operations.”
Mr. Caton says he is looking forward to the emergence of synergies and efficiencies that will be created by organizing these functions under one leader.
“I concur with Mr. Caton,” Mayor Lisa Borowsky said of the municipal move lead by Mr. Caton. “It is good to see a promotion lift up a talented woman in the city of Scottsdale.”
Ms. Doyle joined the city of Scottsdale in 2003 as a senior budget analyst, promoting to budget manager and then to budget director in 2009. She served as acting city treasurer for nine months.
Ms. Doyle has been the community services assistant executive director since July 2023, responsible for the division’s planning & business operations, Scottsdale Library and Human Services. Ms. Doyle holds a bachelor’s degree in business management from the University of Minnesota-Duluth and a master’s of business administration from the University of Phoenix.
She is a member of the International City/County Management Association, American Library Association, and Arizona Women Leading Government. She is a member of Scottsdale Leadership, Class 39.
